منافسة تصميم وإشراف مشروع المبني الجديد لبنك السودان المركزي – فرع عطبرة
تدعو السيدة/ محافظ بنك السودان المركزي الجهات المؤهلة ذات التخصص والمقدرة الفنية والمالية في مجال تقديم الخدمات الاستشارية لمشاريع الإنشاءات (تصميم وإشراف) لتقديم عروضها للمشروع عالية، وتشمل الآتي: (أ) تصور متكامل للفكرة التصميمية، (ب)عرض فني يوضح الإمكانيات الفنية والتقنية والخبرة للمتقدم، (ج) عرض مالي يبين الأتعاب المطلوبة للتصميم والإشراف على المشروع. وذلك وفق التفاصيل والاشتراطات الواردة في كراسة المنافسة. يجب على المتنافس تسليم عروضه ورقيا ورقميا. hard and soft.
يشترط في المتقدم استيفاء الشروط الآتية:
إرفاق شهادة التسجيل أو التأسيس (اسم عمل أو شركة/ مع أورنيك ش7) أو ما يعادلها.
إرفاق شهادة تسجيل القيمة المضافة أو ما يعادلها.
إرفاق صورة شهادة مجلس تنظيم بيوت الخبرة أو ما يعادلها.
إرفاق شهادة خلو طرف من الضرائب محدثة.
إرفاق شهادة إبراء ذمة من الزكاة محدثة.
إرفاق السيرة الذاتية للشركة موضحة الإمكانيات الفنية والتقنية والبشرية للشركة، وشهادة مقدرة مالية حديثة، توضح سير الحساب بصورة جيدة.
مقر الشركة وعنوانها وأرقام تلفوناتها وبريدها الاليكتروني.
الشركات الأجنبية تقدم المستندات الموازية للمعلومات الواردة في الاشتراطات أعلاه حسب اللوائح والقوانين المنظمة لطبيعة عملها في الدولة المعنية.
يبدأ التسجيل للمنافسة يوم 8/2/2026 وذلك بتعبئة النموذج المعد لهذا الغرض بعد إبراز خطاب تفويض من الشركة وإثبات شخصية للمفوض بالاستلام ومستند تسجيل أو تأسيس الشركة أو اسم العمل واستلام الكراسة أثناء ساعات العمل الرسمية (من الساعة التاسعة صباحا الي الثانية بعد الظهر) من فرع البنك بمدينة عطبرة. على أن يتم ذلك حضوريا أو عبر البريد الاليكتروني الوارد في عناوين التواصل المذكورة أدناه.
تقدم العروض الثلاث في حزمة واحدة مغلفة ومختومة بالشمع الأحمر مكتوب عليها من الخارج (منافسة خدمات استشارية (تصميم وإشراف) بنك السودان المركزي – فرع عطبرة. وتوضع في صندوق العطاءات باستقبال البنك بعطبرة.
أخر موعد لاستلام المظاريف هو الساعة الثانية بعد ظهر يوم الأحد الموافق 05/04/2026، ولا ينظر في أي عرض يتم تقديمه بعد الفترة الزمنية المحددة. وتستبعد العروض غير المستوفية للشروط العامة.
بنك السودان غير مقيد بقبول أعلي أو اقل عرض أو أي عرض آخر.

Announcement for the Design and Supervision Contest for the New Building of the
Central Bank of Sudan Branch – Atbara
Her Excellency, the Governor of the Central Bank of Sudan invites qualified entities with the necessary expertise, technical and financial capabilities in the field of providing consultancy services for construction projects (design and supervision) of high-profile projects, to submit their proposals for the aforementioned project. The submission must include the following:
(a) A comprehensive conceptual design proposal,
(b) A technical proposal demonstrating the applicant’s technical and technological capabilities and experience,
(c) A financial proposal indicating the required fees for the design and supervision of the project.
All submissions must be in accordance with the details and conditions contained in the contest brochure. Contestant must submit their proposals in both hard copy and soft format.
The contestant must fulfil the following conditions:
Attach a registration or establishment certificate (business or company) or its equivalent.
Attach a Value Added Tax (VAT) registration certificate or its equivalent.
Attach a copy of the Consulting House Regulatory Council certificate or its equivalent.
Attach a valid tax clearance certificate.
Attach a valid Zakat clearance certificate.
Attach the company’s curriculum vitae, outlining the company’s technical, technological, and human capabilities, along with a recent Financial Capability Certificate, demonstrating sound account standing.
Provide the company’s headquarter address, phone numbers and official email address.
Foreign companies must submit documents equivalent to the information required in the above conditions, according to the regulations and laws governing their work in the relevant country.
Registration for the competition begins on February 8, 2026, by completing the designated form, after presenting an authorization letter from the company, the authorized recipient’s proof of identity and the company’s registration (or establishment) document.
The competition document could, then, be received during official working hours (9:00 AM to 2:00 PM) at the Bank’s branch in Atbara City. Registration can be completed in person or via email, as per the contact addresses mentioned below.
The three proposals must be submitted together in a single package, sealed with red wax and externally labelled: “Design and Supervision Contest for the New Building of the Central Bank of Sudan – Atbara Branch.” The package should be placed in the tender box at the bank’s reception of the Atbara branch of the Bank.
The deadline for receiving bids (in person or via courier) is 02:00 PM on Sunday, April 05, 2026. Any bid submitted after this deadline will not be considered. Bids that do not meet the general requirements will be disqualified.
The Central Bank of Sudan is not obligated to accept the highest or lowest bid, or any other bid.
