POSTS ANNOUNCEMENT
READVITISENT

The Government of the Republic of the Sudan signed a project document to mainstream trade in the national strategies with the Executive Secretariat of the Enhanced Integrated Framework (EIF) which is a Multi-donor Fund; interested applicants are therefore invited from suitably qualified and experienced professionals for the following 5 positions:

  1. Communications Officer:

Under the supervision of the NIU Coordinator the Communications Consultant will be an integral part of the Public Awareness Campaigns initiated and funded by the project.
Duties and responsibilities are as follows:

•   Collaborate with management of the NIU to develop and implement an effective communications strategy based on the Project’s target audience.
•   Write, edit, and distribute content, including publications, press releases, website content, speeches, and other marketing material that communicates the organization's activities, products and/or services.
•   Respond to media inquiries, arrange interviews, and publicity events for the Project.
•   Establish and maintain effective relationships with journalists, and maintain a media database.
•   Seek opportunities to enhance the reputation of the NIU, and coordinate publicity events as required.
•   Prepare and submit Press releases of main events when needed
•   Maintain records of media coverage and collate analytics and metrics.
•   Proficiency in design and publishing software. 
•   Works with Project to ensure all publicity campaign activities are implemented in a timely fashion and within the budgetary allocations.
•   Ensures all project workshops and meetings have media coverage, when required by management. 
•   Performs any other duties that coordinator and other senior staff of the NIU may assign from time to time.

Qualification:

•   Minimum university degree in Economics or Media related fields
•   Minimum 5 years in media, or relevant experience at national or international level in public relations, communications, or advocacy in activities of writing, editing, and distribution content, including publications, press releases, website content,
•   Must have good relationship with Journalist and Media representatives and agencies, 
•   Fluency in English and Arabic (oral and written) is required.   
•   Excellent Computer Skills.
  1. Monitoring & Evaluation Officer:

Under the supervision of the NIU Coordinator, the incumbent performs the following duties:
• Monitor events as determined in the project monitoring schedule plan, and update the plan as required;
• Manage and monitor the project risks initially identified and submit new risks to the project board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log;
• Capture lessons learnt during project implementation – lessons learnt log can be used in this regard.
• Perform regular M&E reporting to the Oversight Committee as agreed to with it;
• Prepare the annual M&E report and submit to the report to the Oversight Committee and NSC;
• Monitor project progress and participate in the production of progress reports ensuring that they meet the necessary reporting requirements and standards;
• Ensure project’s M&E meets the requirements of the Government, and other partners;
• Develop project-specific M&E tools as necessary;
• Oversee and ensure the implementation of the project’s M&E plan, including periodic appraisal of the Project’s Theory of Change and Results Framework with reference to actual and potential project progress and results;
• Oversee/develop/coordinate the implementation of the stakeholder engagement plan;
• Oversee and guide the design of surveys/ assessments commissioned for monitoring and evaluating project results;
• Facilitate mid-term and terminal evaluations of the project; including management responses;
• Facilitate annual reviews of the project and produce analytical reports from these annual reviews, including learning and other knowledge management products;
• Support project site M&E and learning missions;
• Visit project sites as and when required to appraise project progress on the ground and validate written progress reports.
• Performs any other duties that coordinator and other senior staff of the NIU may assign from time to time.

Qualification and Experience:
• Minimum university in Economics, Accounting, Auditing, Business Administration or related field,
• Minimum 7 years experience in accounting and auditing.
• Experience in Monitoring and Evaluation similar projects.
• Fluency in English and Arabic (oral and written) is required.
• Excellent Computer Skills

  1. Finance Officer
    Under the supervision of the NIU Coordinator, the incumbent performs the following duties and responsibilities:
    • Responsible for day-to-day Financial and Accounting Management of the NIU, including the preparation of operating budget, financial Reports.
    • Prepare the regular budget of the NIU;
    • Ensure the proper Management, utilization and inventory of assets and supplies of the NIU.
    • Be in charge of disbursement for approved expenditures and prepare and maintain records and accounts adequate to reflect the operations resources and expenditures of the NIU;
    • Maintain a sound financial and budgetary system, including a financial database to monitor and control expenditures in line with generally accepted accounting and administrative principles and practices and ensure that resources are transparently accounted for;
    • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
    • Keep records of project funds and expenditures, and ensure all project-related financial documentation are well maintained and readily available when required by the Project Manager;
    • Review project expenditures and ensure that project funds are used in compliance with the Project Document and financial rules and procedures;
    • Provide necessary financial information as and when required for project management decisions;
    • Provide necessary financial information during project audit(s);
    • Review annual budgets and project expenditure reports, and notify the Project Coordinator if there are any discrepancies.
    • Consolidate financial progress reports submitted by the responsible parties for implementation of project activities;
    • Liaise and follow up with the responsible parties for implementation of project activities in matters related to project funds and financial progress reports.
    • Performs any other accounting duties that coordinator and other senior staff of the NIU may assign from time to time.
    Qualification:
    • Minimum university degree in Accounting or related field.
    • A certificate from the Accounting and Auditing Profession Regulatory Council will be an advantage.

Experience:
• Minimum 7 years experience.
• Ability to work with electronic accounting programmes.
• Fluency in English and Arabic (oral and written) is required.
• Excellent Computer Skills.

  1. Administrative Assistant:
    Under the supervision of the NIU Coordinator, the incumbent performs the following duties and responsibilities:
    • Ensures achievement of administrative business processes mapping and implementation of the internal standard operating procedures (SOPs).
    • Provides inputs to preparation of administrative team results-oriented work plans;
    • Ensures effective and efficient functioning of the project, focusing on achievement of compilation and preparation of briefing and presentation materials, speeches, background information and documentation for meetings and missions and translation of simple correspondences, when needed;
    • Ensures effective administrative and logistical support;
    • Support to organization of procurement processes including preparation of documents, receipt of quotations, bids or proposals, their preliminary evaluation.
    • Arrangements of travel and hotel reservations, preparation of travel authorizations, processing requests for visas, identity cards and other documents.
    • Collection of information for DSA, travel agencies and other administrative surveys,
    • Maintenance of the filing system ensuring safekeeping of confidential materials
    • Extraction of data from various sources
    • Research and retrieval of statistical data from internal and external sources; preparation of statistical charts, tables and reports.
    • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to Project Coordinator.
    • Provides support to office maintenance and assets management.
    • Performs any other duties that coordinator and other senior staff of the NIU may assign from time to time.

Qualification:
Minimum a university degree in Public Administration, Business Administration or relevant related field.
Experience
• Minimum 8years experience in related field
• Fluency in English and Arabic (oral and written) is required.
• Excellent Computer Skills.

  1. Driver:
    Under the supervision of the NIU coordinator, the incumbent should meet the followings:
    • Minimum Sudanese School Certificate
    • General Driving License (GDL)
    • Minimum 10 years experience after GDL.
    • Ability to communicate in Arabic and English (Speaking and writing).
