إعلان مناقصة مشروع تنفيذ نظام المدفوعات الفورية القومى (NIPS)
يعلن بنك السودان المركزى عن طرح مناقصة عامة للشركات المتخصصة والمؤهلة فى مجال تطوير وتنفيذ التقنيات المالية وحلول أنظمة الدفع لتنفيذ مشروع المدفوعات الفورية القومى (NIPS) .
أولاً : الشروط العامة للتقديم :
يجب على المتقدمين للمناقصة إستيفاء المطلوبات التالية :
التأمين المبدئي : إرفاق شيك تأمين مبدئي بنسبة 2% من القيمة الكلية المقدمة للعطاء (شيك ، خطاب ضمان مصرفي ،أو خطاب ضمان صادر من شركة تأمين) لصالح بنك السودان المركزي (لا تُقبل الشيكات الشخصية أو الدفع النقدي)، ويكمل إلى 10% لمن ترسو عليه المناقصة كضمان حسن تنفيذ.
المستندات القانونية المطلوب ارفاقها :
شهادة التسجيل التجاري، وأورنيك (ش 7).
شهادة خلو طرف من الضرائب.
شهادة إبراء ذمة من الزكاة.
شهادة تسجيل القيمة المضافة.
الرقم التعريفي الضريبي.
ملف الشركة:
أ. السيرة الذاتية للشركة التي تشمل الكادر الفني والإداري وقائمه العملاء المرجعية للمشاريع المنفذة المماثلة للمشروع موضوع المناقصة, مع معلومات الاتصال بهم.
ب. أحدث قوائم ماليه معتمده للشركة

نطاق المناقصة واستعراض المنتج:
يقتصر نطاق المناقصة على تقديم الحلول البرمجية (Software Solution) ، حيث أن بنك السودان المركزي سيتكفل بتوفير الأجهزة والعتاد (Hardware) وفقا للمواصفات الفنية التي توصى بها الشركة الفائزة فى عرضها.
تلتزم الشركة بتقديم عرض توضيحي (Live Demo) للنظام، أو إثبات مفهوم عمل النظام، متي ما طلب منها ذلك.
على الشركات الأجنبية إرفاق جميع المستندات المذكورة في الإعلان أو ما يقابلها موثقة من الغرفة التجارية ووزارة الخارجية ومعتمدة من سفارة جهورية السودان ببلد المنشأ
ثانيا: تقديم العروض:
تكون مدة الاعلان 15 يوماً تبدأ بتاريخ 20/ ابريل/2026 وحتى 4/مايو/2026 الساعة 11:59 مساءً بتوقيت جمهورية السودان.
يمكن للشركات الراغبة فى التقديم الحصول على كراسة العطاء والمواصفات المطلوبة للمشروع بالضغط على الرابط (https://cbos.gov.sd/ar/node/24595) .
ترسل العروض (الفنية والمالية) وكافة المستندات المؤيدة عبر البريد الإلكتروني المعتمد
(NIPS.Tender@cbos.gov.sd)، وذلك خلال الفترة من يوم 20/أبريل/2026. وحتى 14/مايو/2026، في موعد أقصاه الساعة 11:59 مساءً بتوقيت جمهورية السودان ، ويجب أن يكون موضوع البريد الإلكتروني (Subject) تحت مسمى: “مناقصة مشروع نظام المدفوعات الفورية القومي. على ان ترسل أصل جميع المستندات بالبريد فى مظروف مختوم الى عنوان بنك السودان المركزي ( فرع بنك السودان المركزي – امدرمان – الإدارة العامة لنظم الدفع ) خلال الفترة المذكورة اعلاه.
يلتزم كل مشارك باستخدام عنوان بريد إلكتروني رسمي (واحد) مرتبط بنطاق الشركة وذلك عند الإستفسار وتقديم العروض. ويُحظر استخدام خدمات البريد الإلكتروني العامة (مثل Gmail أو Hotmail أو ما شابه)، وتستبعد العروض والإستفسارات غير الملتزمة بهذا الشرط.
ستقوم اللجنة بإرسال رسالة تأكيد باستلام العرض خلال مدة أقصاها (12) ساعة من وقت الإرسال.
في حال عدم استلام رسالة التأكيد خلال المدة المذكورة، يجب على مقدم العرض التواصل فوراً للاستفسار عبر البريد الإلكتروني الموضح في الفقرة (ح) أدناه لضمان وصول العطاء في الموعد المحدد.
لن ينظر لاي عرض يقدم او يرسل بعد الموعد المحدد أعلاه.

بنك السودان المركزي غير ملزم بقبول العرض الأقل قيمة مالية او آي عرض آخر.

Tender Announcement for
National Instant Payment System Project (NIPS)
Central Bank of Sudan announces a public tender to specialized and qualified companies in the field of development and implementation of financial technologies and payment system solutions to execute the National Instant Payment System (NIPS) project.
First: General Conditions for Application:
Applicants for the tender must meet the following requirements:
Initial Guarantee: Initial guarantee of (2%) of the total tender value (cheque, bank guarantee letter, or guarantee letter issued by an insurance company) in favor of the Central Bank of Sudan (personal cheques or cash payments are not accepted), to be completed to 10% for the awarded tender as a performance guarantee.
legal Required documents:
Commercial registration certificate and ORNIC (Form 7).
B- Tax clearance certificate.
C- Zakat clearance certificate.
D- Value-added tax registration certificate.
E- Tax Identification Number.
Company profile:
Company profile including technical and administrative staff, client reference list for similar projects executed related to the tender project, with contact information.
The company’s latest audited financial statements.
Scope of the tender and product review:
The scope of the tender is limited to providing software solutions, as the Central Bank of Sudan will provide the hardware according to the technical specifications recommended by the winning company in its offer.
The company is committed to providing a live demo of the system, or proof of concept of the system, whenever requested to do so.
Foreign companies must attach all the documents mentioned in the announcement or their equivalent, notarized by the Chamber of Commerce and the Ministry of Foreign Affairs, and approved by the Embassy of the Republic of Sudan in the country of origin.
Secondly: Submission of Bids:
The announcement period will be 15 days, commencing on 20. April.2026 and ending on 4. May.2026 at 11:59 pm Sudan time.
Companies wishing to apply may obtain the tender documents and project specifications by clicking on the link (https://cbos.gov.sd/ar/node/24595).
Bids (technical and financial) and all supporting documents must be sent to the designated email address (NIPS.Tender@cbos.gov.sd) during the period from 20. April.2026 up to 14. May.2026 11:59 PM Sudan time. The subject title of the email must be: ‘Tender for the National Instant Payment System Project’, and the original documents should be sent in a sealed envelope by mail to the address of Central bank of Sudan (Central Bank of Sudan Branch – Omdurman – General Administration of Payment Systems).
Each participant must use a single official email address linked to the company’s domain when making enquiries or submitting bids. The use of public email services (such as Gmail, Hotmail or similar) is prohibited, bids and enquiries that do not comply with this condition will be excluded.
The committee will send a confirmation message acknowledging receipt of the bid within a maximum of 12 hours from the time of submission.
If no confirmation message is received within the aforementioned period, the bidder must contact immediately via the email address specified in paragraph (h) below to ensure the bid has been received by the specified deadline.
Bids submitted or sent after the deadline specified above will not be considered.
