إعلان مناقصة مشروع تنفيذ نظام المدفوعات الفورية القومى (NIPS)
تنبيه:-نود إعلامكم بأنه تم تمديد فتره قبول العروض حتى يوم 16-سبتمير-2026 الساعة 11:59 مساء. وعلى جميع المشاركين بتقديم عروضهم في أو قبل التاريخ والوقت المذكور أعلاه. كل من قدم العروض يحق له تحديثها وتقديمها مره أخرى. تظل جميع الشروط السابقة دون أي تغيير.
يعلن بنك السودان المركزي عن طرح مناقصة عامة للشركات المتخصصة والمؤهلة فى مجال تطوير وتنفيذ التقنيات المالية وحلول أنظمة الدفع لتنفيذ مشروع المدفوعات الفورية القومي (NIPS).
أولاً : الشروط العامة للتقديم : يجب على المتقدمين للمناقصة استيفاء المطلوبات التالية:
1. التأمين المبدئي: إرفاق شيك تأمين مبدئي بنسبة 2% من القيمة الكلية المقدمة للعطاء (شيك، خطاب ضمان مصرفي، أو خطاب ضمان شركة تأمين ) لصالح بنك السودان المركزي على ان تكون صادرة من المؤسسات المالية السودانية فقط (لا تُقبل الشيكات الشخصية أو الدفع النقدي)، ويكمل التأمين المبدئي إلى 10% لمن ترسو عليه المناقصة كضمان حسن تنفيذ.
2. المستندات القانونية المطلوب ارفاقها:
ا- شهادة التسجيل التجاري،
ب- أورنيك (ش 7) للشركات المحلية ساري المفعول أو قائمة المساهمين للشركات الأجنبية صادرة في أو بعد 01/01/2025 ج- شهادة خلو طرف من الضرائب.
د- شهادة إبراء ذمة من الزكاة للشركات المحلية.
3. ملف الشركة:
أ. السيرة الذاتية للشركة التي تشمل الكادر الفني والإداري وقائمه العملاء المرجعية للمشاريع المنفذة المماثلة للمشروع موضوع المناقصة، مع معلومات الاتصال بهم.
ب. أحدث قوائم ماليه معتمده للشركة
. 4. الشركات المتحالفة: يجب ألا يتجاوز عدد الشركات المتحالفة والمتحدة (Consortium) فى تقديم عرض واحد عدد ثلاث شركات فقط، على ان تكون كل شركة معنية ومختصه بتقديم حل برمجي لأحد مكونات النظام، وتنطبق الشروط في 2 , 3 أعلاه على جميع شركات التحالف.
5. على الشركات التي يتم تأهيلها إرسال أصل جميع المستندات المذكورة أعلاه أو ما يقابلها خلال مدة أقصاها 15 يوم من تاريخ الإخطار بالتأهيل في مظروف مختوم الى عنوان بنك السودان المركزي ( فرع بنك السودان المركزي – امدرمان – الإدارة العامة لنظم الدفع) وعلى الشركات الأجنبية توثيق مستنداتها من الغرفة التجارية ووزارة الخارجية ومعتمدة من سفارة جمهورية السودان ببلد المنشأ.
6. نطاق المناقصة واستعراض المنتج: ا. يقتصر نطاق المناقصة على تقديم الحلول البرمجية (Software Solution) ، حيث أن بنك السودان المركزي سيتكفل بتوفير الأجهزة والعتاد (Hardware) وفقا للمواصفات الفنية التي توصى بها الشركة الفائزة في عرضها المقدم. ب. تلتزم الشركة بتقديم عرض توضيحي (Live Demo) للنظام، أو إثبات مفهوم عمل النظام، متي ما طلب منها ذلك.
ثانيا: شروط تقديم العروض:
1. يمكن للشركات الراغبة فى التقديم الحصول على كراسة العطاء والمواصفات المطلوبة للمشروع بالضغط على الرابط (https://cbos.gov.sd/ar/node/24595) . 2. ترسل العروض (الفنية والمالية) وكافة نسخ المستندات المؤيدة عبر البريد الإلكتروني المعتمد (NIPS.Tender@cbos.gov.sd)، وذلك خلال الفترة من يوم 16/أغسطس/2026. وحتى 16/سبتمبر/2026، في موعد أقصاه الساعة 11:59 مساءً بتوقيت جمهورية السودان، ويجب أن يكون موضوع البريد الإلكتروني (Subject) تحت مسمى: «مناقصة مشروع نظام المدفوعات الفورية القومي.
3. يتم إرسال جميع المستندات المذكورة في الفقرة (2) أعلاه من غير تشفير أو كلمات مرور.
4. تعتمد عملية فرز وتأهيل المتقدمين فقط على العروض ونسخ كافة المستندات المرسلة الى البريد الإلكتروني المعتمد أعلاه، ولا تُعتمد المستندات المقدمة بخلاف ذلك بإستثناء أصل مستند التأمين المبدئي الذى يجب تسليمه فى مظروف مختوم الى عنوان بنك السودان المركزي (فرع بنك السودان المركزي – امدرمان – الإدارة العامة لنظم الدفع) خلال الفترة المذكورة في الفقرة 2 أعلاه ، على أن ترسل نسخة منه ضمن المستندات المرسلة الى البريد المعتمد للعطاء .
5. يلتزم كل مشارك باستخدام عنوان بريد إلكتروني رسمي (واحد) مرتبط بنطاق الشركة وذلك عند تقديم العروض والمستندات والاستفسارات. ويُحظر استخدام خدمات البريد الإلكتروني العامة (مثل Gmail أو Hotmail أو ما شابه)، وتستبعد العروض والاستفسارات غير الملتزمة بهذا الشرط.
6. ستقوم اللجنة بإرسال رسالة تأكيد باستلام العرض خلال مدة أقصاها (12) ساعة من وقت الإرسال.
7. في حال عدم استلام رسالة التأكيد خلال المدة المذكورة، يجب على مقدم العرض التواصل فوراً للاستفسار عبر البريد الإلكتروني الموضح في الفقرة (9) أدناه لضمان وصول العطاء في الموعد المحدد.
8. لن ينظر لاي عرض يقدم او يرسل بعد الموعد المحدد أعلاه.

NOTICE:- Please be informed that the deadline for bid submission has been extended to 16 September 2026 at 11:59 PM. All participants are requested to submit their bids on or before the above-mentioned date and time. Participants who have already submitted their bids are also entitled to update and resubmit their offers, if required. Please note that, all previously communicated terms and conditions remain unchanged. Tender Announcement for the National Instant Payment System (NIPS) Project Central Bank of Sudan announces a public tender to specialized and qualified companies in the field of development and implementation of financial technologies and payment system solutions to execute the National Instant Payment System (NIPS) project. First: General Conditions for Application: Applicants for the tender must meet the following requirements: 1. Initial Guarantee: Initial guarantee of (2%) of the total tender value (cheque, bank guarantee letter, or guarantee letter issued by an insurance company) in favor of Central Bank of Sudan, issued only by Sudanese financial institutions, to be completed to 10% for the awarded tender as a performance guarantee, (personal cheques or cash are not accepted). 2. legal Required documents: a. Commercial registration certificate. b. For Local Companies valid ORNIC (Form 7), for foreign companies a list of shareholders issued on or after 01/01/2025. c. Tax clearance certificate. d. Zakat clearance certificate for local companies. 3. Company profile: a. Company profile, CVs including technical and administrative staff, client reference list for similar projects executed related to the tender project, with contact information. b. The company›s latest audited financial statements. 4. Partner Companies: The number of allied companies or consortium submitting a single bid must not exceed three companies, each company in the alliance must be concerned with and specialized in providing a software solution for one of the system components. The conditions in 2 and 3 above apply to all consortium companies. 5. Qualified companies must send the original of all the documents mentioned above, or their equivalents, within a maximum of 15 days from the date of qualification notification in a sealed envelope to the address of Central Bank of Sudan (Central Bank of Sudan Branch – Omdurman – General Administration of Payment Systems). Foreign companies must have their documents authenticated by the Chamber of Commerce and the Ministry of Foreign Affairs and certified by the Embassy of the Republic of Sudan in the country of origin 6. Scope of the tender and product review: a. The scope of the tender is limited to providing software solutions, as the Central Bank of Sudan will provide the hardware according to the technical specifications recommended by the winning company in its offer. b. The company is committed to providing a live demo of the system, or proof of concept of the system, whenever requested to do so. Secondly: Tender Submission Requirements: 1- Companies wishing to apply may obtain the tender documents and project specifications by clicking the link (https://cbos.gov.sd/ar/node/24595) . 2- Bids (technical and financial) and all required documents must be sent to the designated email address (NIPS.Tender@cbos.gov.sd) during the period from August 16, 2026, to September 16, 2026, no later than 11:59 PM Sudan time. The subject title of the email must be: ‘Tender for the National Instant Payment System Project’. 3- All documents mentioned in paragraph (2) above must be sent without encryption or passwords. 4- The process of sorting and qualifying applicants depends only on the bids and copies of all documents sent to the approved email above, documents submitted otherwise are not considered, except for the original document of the Initial Guarantee, which must be delivered in a sealed envelope to the Central Bank of Sudan address (Central Bank of Sudan Branch – Omdurman – General Administration of Payment Systems) within the period mentioned in paragraph 2 above, provided that a copy of it is sent along with the documents submitted via the tender email. 5- Each participant must use a single official email address linked to the company’s domain when submitting bids or making enquiries. The use of public email services (such as Gmail, Hotmail or similar) is prohibited, bids and enquiries that do not comply with this condition will be excluded. 6- The committee will send a confirmation message acknowledging receipt of the bid within a maximum of 12 hours from the time of submission. 7- If no confirmation message is received within the aforementioned period, the bidder must contact immediately via the email address specified in paragraph (9) below to ensure the bid has been received by the specified deadline. 8- Bids submitted or sent after the deadline specified above will not be considered. 9- For further inquiries, please contact us via the email InfoNIPS@CBOS.GOV.SD. 10- The above bid terms override any condition mentioned in the RFP document.
11- Central Bank of Sudan is not obliged to accept the lowest bid or any other bid.
